The Directorate of Urban Planning was established with the Istanbul Metropolitan Municipality Council Decision dated July 5, 1988, in order to produce scientific, healthy and fast plan decisions in Metropolitan City Administrations. Since this date, the Directorate of Urban Planning has been carrying out plan studies that shape the development of the city, both at the upper scale, strategically and at the master and implementation scale.

Directorate of Urban Planning, to conduct sectoral researches with the aim of directing the long-term development of the area within the borders of Istanbul Metropolitan Municipality, keeping it under control, improving it, and protecting its natural, historical and cultural values, 1/100000 scale environmental plan, 1/5000 to 1/25.000 It is responsible for making or making a Master Zoning Plan of any type and scale. In addition, the Directorate has the duty to prepare or have the areas authorized to make plans by the District Municipalities and the 1/1000 scale Implementation Development Plans and Conservation Implementation Development Plans required to be made as per the relevant law. The Directorate of Urban Planning is responsible for conducting the necessary research, developing participation processes, and preparing action plans in coordination with the relevant institutions.
